    PISCATAWAY, N.J. — Rutgers quarterback Tom Savage knows that his offense barely looks ready to compete in the Big East, much less the Big Ten.

    With chatter swirling that Rutgers could be invited to join the Big Ten down the road, the Scarlet Knights struggled offensively in their 31-0 victory over Norfolk State before 46,311 red-clad, tailgate-loving fans at Rutgers Stadium.
